communications by water were suspended. On the 18th, many
of the dangerous elements were arrested, mostly under the
guidance of our comrades in the City kuomintang Department and the Canton Mechanics' Union. Many book-stores for
reactionary propaganda were closed down, and many aims of
various reactionary associations were seized. In Pun Tong
and wong Sha several reactionary associations of peasants
were dissolved, and simultaneously the various Garri son
Commissioners were directed in a secret message from the
Generalissimo's Headquarters to make arrests in their ow
districts. Unexpectedly Chan Ka Yau revolted in the Nor-
them hegion, and General Tsin nas marched out to suppress
him in conjunction with the hwangsi troops; and Chan has
now retreated out of Canton. We have discovered the in-
triques of the Communists through censorship of postal
letters and telegrams, and the worst of them was that they
had misled many young men to take part inpropaganda oppos-
ing us. It is a pity that the students have been young and ignorant and have thus been easily made fools of.
